New concert hall "beside" the Barbican?

Private eye No. 1388, out this week, has an item about the move of Sir Simon Rattle to the LSO (page 17, Music & Musicians).  In particular it says that a feasibility study has been funded to look at building a new world-class concert venue “beside the Barbican”.  Where could it go?
