The BEO are reminding residents that the lease (see an example lease here) explicitly prohibits keeping animals.
See the THE SIXTH SCHEDULE (Further Covenants) point 6:
"The tenant will not keep or suffer to be kept any animal or bird on the premises"

Animals on the Estate
This is just to inform residents that it is a 'Breach of Lease' to keep animals on the estate.
If there are any visitors with animals please ensure that you clear up if they make a mess on any part of the estate.
